@MichaelMulvaney A few things with this. I don't have any information about the Fix my Street report. We would need to establish the exact species, as only H. helix is a Prohibited plant, not H. hibernica.
Also the New Biosecurity legislation is coming into effect very soon. This will give us much more direct ways to deal with breaches that the current legislation does not. Hopefully things will be much more straight forward when dealing with these situations in the future.

If I can find a contact in TCCS I will see if I can't just remove the plants anyhow.

I saw someone harvesting fennel stalks at the beginning of May. I thought that was a bit late; though the stalks were still more or less green the flower heads had dried completely and there was little green growth. Is there a culinary expert who can say when fennel is at its best?
